The City of Strawn is requesting proposals for solid waste services provided for residential and commercial services inside the City Limits of Strawn and customers currently served by City of Strawn located on Highway 16, Highway 108 and Davidson Cemetery Road. The company that is awarded the franchise service agreement will be required to provide weekly residential service and bi-weekly commercial service. Please include a description of your services (type of containers used, City clean up services, days of collection, etc.) in your proposal. The company chosen will be awarded a 5 year exclusive contract for all services for the City of Strawn.

City Clean Up: Provide the method of City wide clean up and how many roll off containers and how often the cleanup is provided or any alternative services offered.

Qualifications:

1. List of references of services provided to cities, business and residential customers in the surrounding area of Strawn.
2. Proof of insurance coverage sufficient for the scope of work provided.
3. Provide an overview of your company and the areas you service.

SEALED PROPOSAL BIDS WILL BE ACCEPTED UNTIL 3:00 P.M., MONDAY, January 9^th, 2023 then opened and read aloud at the City Council meeting at 6:00 P.M at 118 E. Housley Street, Strawn, TX. Council will review, discuss, and award the contract to the best qualified candidate.

BIDS MUST BE SUBMITTED IN SEALED ENVELOPES MARKED AS FOLLOWS: PROPOSAL FOR WASTE COLLECTION SERVICES.

            To be considered, your proposal must be signed. The City of Strawn appreciates your submission for the proposal. However, proposals received after the deadline WILL NOT be considered for award. Further, the City of Strawn reserves the right to accept or reject any and/or all proposals and to waive informalities or defects in the proposal responses as it shall deem to be in the best interest of the City.

Strawn City Wide Cleanup will be held on Saturday October 22nd, 2022 at the transfer station.  This is located adjacent to the sewer plant on Palo Pinto Avenue.  We will be open from 8 a.m. until 2:00 p.m. or until the dumpsters are full, whichever comes first.  We are accepting household trash and brushy materials such as tree limbs and leaves.  We cannot accept hazardous chemicals or tires.  This clean up is partly funded through the T.C.E.Q. Seperate Environmental Plan project via the Leon Bosque RC&D.  Clean up is open to all Strawn residents.

SOLICITUD DE LIBERACIÓN DE FONDOS
El 5 de octubre de 2022 o alrededor de dicha fecha, laciudad de Strawn presentará una
solicitud al Departamento de Agricultura de Texas para la liberación de fondos del Programa de
Subsidios en Bloque para el Desarrollo Comunitario en virtud de la Sección 104 del Título I de
la Ley de Vivienda y Comunidad. Ley de Desarrollo de 1974, según enmendada, para
emprender un proyecto conocido como Strawn CDV21-0174-water-EA con el propósito de
reemplazar tuberías de agua viejas y deterioradas y hacer mejoras a la WTP para evitar
interrupciones en el servicio y baja presión por un costo estimado de $350,000.00 en fondos de
HUD y $17,500.00 en fondos que no son de HUD.

Rehabilitar un (1) sistema SCADA e instalar aproximadamente mil cincuenta y cinco pies
lineales (1,055 lf) de tuberías principales de agua de ocho pulgadas (8 pulgadas), hidrantes,
válvulas, reconexiones de servicios relacionados y todos los accesorios asociados.
Servicios profesionales, incluidas las actividades de administrador de subvenciones e ingeniero
de proyectos.

CERTIFICACIÓN AMBIENTAL
La Ciudad de Strawn certifica al Estado de Texas que Omer Mallory, en su calidad de Alcalde,
consiente en aceptar la jurisdicción de los Tribunales Federales si se inicia una acción para

These notices shall satisfy two separate but related procedural requirements for activities to be
undertaken by the City of Strawn.
REQUEST FOR RELEASE OF FUNDS
On or about 10/5/2022, the City of Strawn will submit a request to the Texas Department of
Agriculture for the release of Community Development Block Grant Program funds under
Section 104 of Title I of the Housing and Community Development Act of 1974, as amended, to
undertake a project known as Strawn CDV21-0174-water-EA for the purpose of replacing aged
and deteriorated water lines and make improvements to the WTP to prevent service disruptions
and low pressure for an estimated cost of $350,000.00 in HUD funds and $17,500.00 in nonHUD funds.
Description of Aggregated Project (must include work to be funded by TxCDBG):
Water Improvements
Rehabilitate one (1) SCADA system and install approximately one thousand fifty-five linear feet
(1,055 l.f.) of eight-inch (8 in.) water main, hydrants, valves, related service reconnections and
all associated appurtenances.
Professional Services including Grant Administrator and Project Engineer activities.
LOCATION:
All work will occur in the City of Strawn, Palo Pinto County, Texas in the following locations:

● On the southside of S. Front Street approximately 0.530 miles east of the intersection of

FINDING OF NO SIGNIFICANT IMPACT
The City of Strawn has determined that the project will have no significant impact on the human
environment. Therefore, an Environmental Impact Statement under the National Environmental
Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the

ENVIRONMENTAL CERTIFICATION
The City of Strawn certifies to the State of Texas that Omer Mallory in their capacity as Mayor
consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process and that these responsibilities
have been satisfied. The State’s approval of the certification satisfies its responsibilities under
NEPA and related laws and authorities and allows the City of Strawn to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State will accept objections to its release of fund and the City of Strawn’s certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the
request (whichever is later) only if they are on one of the following bases: (a) the certification
was not executed by the Certifying Officer of the City of Strawn (b) the City of Strawn has
omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR
part 58; (c) the grant recipient or other participants in the development process have committed
funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval
of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part
1504 has submitted a written finding that the project is unsatisfactory from the standpoint of
environmental quality. Objections must be prepared and submitted in accordance with the
required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Texas Department
