These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Strawn.

REQUEST FOR RELEASE OF FUNDS

On or about 9/7/2022 the City of Strawn will submit a request to the Texas Department of Agriculture for the release of Community Development Block Grant Program funds under Section 104 of Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Strawn CDM21-0314 - Downtown Revitalization - EA for the purpose of making downtown improvements to eliminate slum and blight conditions and increase pedestrian safety and economic activity for an estimated cost of $350,000.00 in HUD funds and $52,500.00 in non-HUD funds. 

DESCRIPTION

Downtown Improvements

Sidewalk reconstruction and accessibility improvements on Central Avenue and Housley Street.

Downtown District - 03L

Reconstruct and install approximately eight hundred eighty linear feet (880 l.f.) of concrete sidewalk, eight hundred fifty linear feet (850 l.f.) of curb and gutter, nine (9) ADA ramps, install twelve (12) pedestrian lights and electrical components, pavement repair, related pavement repair, and all associated appurtenances.

Professional Services including Grant Administrator and Project Engineer activities.

LOCATION:

All work will occur in the City of Strawn, Palo Pinto County, Texas in the following locations:

  • Central Avenue from N. Front St. to approximately 150 LF north of Housley St.
  • Housley St. from 150 feet west of Central Ave. to 150 feet east of Central Ave.

Alternative project activities if funds allow:

Reconstruction of three hundred twenty linear feet (320 l.f.) of concrete sidewalks, installation of two (2) ADA ramps, and four (4) pedestrian lights. .

Location:

  • Central Avenue from Housley St. south approximately 170 LF.
    • 170 LF concrete sidewalk, 1 ADA ramp, 2 pedestrian lights.
  • N. Front St. from Central Ave. east approximately 150 LF.
    • 150 LF concrete sidewalk, 1 ADA ramp, 2 pedestrian lights.

FINDING OF NO SIGNIFICANT IMPACT

The City of Strawn has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Strawn City Hall, 118 East Housley St Strawn, TX and may be examined or copied weekdays at 8:00 AM - 4:00 PM (Closed 12:00 PM - 1:00 PM) M-F.

An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Strawn, 118 East Housley St Strawn, TX 76475 and may be examined or copied 8:00 AM - 4:00 PM (Closed 12:00 PM - 1:00 PM) M-F.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Strawn at This email address is being protected from spambots. ENVIRONMENTAL CERTIFICATION

The City of Strawn certifies to the State of Texas that Omer Mallory in their capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Strawn to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The State will accept objections to its release of fund and the City of Strawn’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Strawn (b) the City of Strawn has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;

(c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Texas Department of Agriculture at This email address is being protected from spambots.
